Yes your deposit does go towards your tattoo. It's also what solidifies your date/time for your tattoo appointment. No appointments will be made without deposit being paid.
Deposits are non-refundable. Once a deposit is made and appointment has been set that day/time is no longer available for anyone else. Time is spent by the artist on research and design of the piece. By paying deposit you are telling the artist you are commited and it is ok to start dedicating time and energy to the project. Please take the proper steps to insure you are ready to follow through with the tattoo process.
